Organizational Autonomy

 DSS is organized with a flat direct reporting type structure.  Each program has significant autonomy in their area of operation.  Quality, performance, cost and schedule are reviewed in-person (or by video teleconference) on a quarterly basis with the CEO.  

 Monthly reports are provided that cover each of those key success factors.  Vice Presidents and/major program managers directly report to the COO and CEO in turn.  Each program has autonomy on hiring and on the type of work they pursue that is within our strategic plan.  

 However, all new work not covered by the plan requires approval in advance by the COO and CEO.  This keeps DSS focused on what we do best and precludes diluting scarce resources in those areas that are simply not our market niche and enables measured growth in those areas deemed most productive for our enterprise. 

 In the absence of the CEO, the COO is completely in charge of all DSS matters.
